European Union as Empire?

Abstract

The EU is on its way to be an empire, although it is not yet aware of that destiny, and in spite of the fact that most Europeans are currently not interested in empire. The provocation moves on to exploring nine common properties of empire, and the extent to which each may apply to the EU as it is evolving.
